Constitution
We, the members of the Coastal Bend Young Republicans, establish this organization as a steadfast defender of Republican principles in the Coastal Bend region of Texas. Committed to fostering conservative leadership, civic engagement, and a network of likeminded individuals, we strive to uphold the values established at the founding of the United States of America while empowering the next generation of Republican leaders to get connected and involved.
ARTICLE I. NAME
The name of this organization shall be Coastal Bend Young Republicans, hereinafter referred to as “CBYR”.
ARTICLE II – FEDERATION
SECTION 1. CBYR is chartered as a member of the Texas Young Republican Federation and is subject to the Constitution and Bylaws of that federation.
SECTION 2. CBYR is committed to finding opportunities for Active Members to attend Texas Young Republican events and National Young Republican events.
ARTICLE II. PURPOSE
SECTION 1. Defend and promote the preservation of those inalienable rights of life, liberty, and property as enshrined in the Declaration of Independence.
SECTION 2. Create a network for young conservatives to engage with local Republican organizations, campaigns, and issue-based advocacy groups.
SECTION 3. Provide an intellectual forum for the discussion and debate of conservative philosophy, policy, and governance.
SECTION 4. Host educational and networking events that develop the next generation of conservative leaders and connect them with opportunities in politics and activism.
SECTION 5. Encourage civic engagement by providing resources and connections to those interested in volunteering or working in the political sphere.
ARTICLE III. MEMBERSHIP
SECTION 1. Any citizen of the United States of America or non-citizen who has a currently pending application for citizenship or is a permanent resident and has paid dues to CBYR is eligible for membership. The membership will be divided categorically into Active Members, Associate Members, and Contributing Members and Honorary Members, with only Active Members maintaining the right to vote in affairs of the Organization.
1.1 ACTIVE MEMBERS. Any person meeting the criteria for membership in the Organization who is also a registered voter, whose primary residence is in Nueces County, or any of the adjacent counties, and is at least eighteen (18) and no greater than forty (40) years of age inclusive is eligible for Active Membership. Once dues are paid, the eligible person is a full member.
1.2 ASSOCIATE MEMBERS. Any person not qualifying for Active Membership is eligible for Associate Membership. Associate membership must also be between the age of 18-40 per the Texas Young Republican Federation, and Young Republican National Federation guidelines.
1.3 CONTRIBUTING MEMBERS. The Organization recognizes three classes of Contributing Membership based upon the amount of contribution to the Organization: Supporting (Aged out members who are 41+) ($20), Sustaining ($250), and Patron ($500). Contributing Members who do not also maintain an Active Membership are not eligible to vote or hold office in the Organization.
1.4 HONORARY MEMBERS. Honorary Membership may be bestowed upon those persons chosen for this honor by an affirmative vote of at least seventy-five percent (75%) of active members present and voting at any regular meeting of the Organization. Honorary Members who do not also maintain an Active Membership are not eligible to vote or hold office in the Organization.
1.5 ACCEPTING A MEMBER. CBYR is not obligated to accept automatic membership from all individuals who seek membership. Examples of reasons for denial can include a hostility towards the club or inappropriate behavior at CBYR events.
SECTION 2. CBYR will charge dues for membership. Annual dues shall be $10 for each member, granting membership from the date of payment until the first meeting after the regular election of the CBYR President.
SECTION 3. CBYR retains the ability to expel members for conduct contrary to the values and integrity of CBYR by the direction of the President. Reasons for expulsion may include but are not limited to public hostility toward the club, misrepresentation of its mission, or behavior unbecoming of a member.
ARTICLE IV. AFFILIATION AND POLITICAL ENGAGEMENT
SECTION 1. CBYR shall not endorse political candidates or participate as a body in election campaigns.
SECTION 2. CBYR shall maintain affiliations with local Republican Party chapters, campaigns, and advocacy groups to connect members with external opportunities.
SECTION 3. CBYR may host political forums, debates, and guest speakers, provided all participating individuals share a commitment to conservative principles.
ARTICLE V – GOVERNANCE AND LEADERSHIP
SECTION 1. EXCUTIVE BOARD. The board of directors, hereafter referred to as “the Executive Board” or “the Board”, will consist of active members who are the officers of CBYR. The Board will coordinate the activities of CBYR. The President of the Board plus one other officer of the Board will constitute a quorum for the transaction of Executive Board Business.
SECTION 2. POSITIONS. CBYR recognizes the office of President, Vice President, and Director of Public Relations as members of the Executive Board.
2.1 The President is the internal and external representative of CBYR. The President will preside over all meetings of the Organization and the Executive Board generally by Robert’s Rules Edition X. He or she maintains the authority to appoint and create committees, supervise activities of the Organization, set agendas for meetings, bestow honors, evaluate progress of the Organization, appoint other executive board members, and perform other duties inherent to the Presidential Office.
2.2 The Vice President shall, in the absence of the President perform the duties of the President. The Vice President shall serve as Membership Director and as such shall be in charge of tracking membership status. The Vice President will serve as an adviser to the President on all matters including serving as the parliamentarian during member meetings.
The Vice President will also serve as treasurer in the absence of such a position thus giving them funds access.
2.3 The Director of Public Relations shall be responsible for managing the social media page for the club, developing marketing materials for events, and assisting the President with the general presentation of the club.
SECTION 3. ELECTIONS. The election for the President shall be held annually in January and will be presided over by an active member appointed election judge.
3.1 Any Active Member in good standing may run for office.
3.2 Voting shall be conducted by secret ballot, and a presidential candidate must receive a majority vote to be elected. If not candidate is able to secure the majority vote then a runoff election will occur.
3.3 The Election Judge will be elected first by ¾ of the present membership. The Election Judge is not eligible to run for President. If no election judge is able to attain ¾ of the vote, then the Chairman of the Nueces County Republican Party will serve as Election Judge.
3.4 If there is a tie then the previous President of CBYR will decide the vote out of the remaining candidates.
SECTION 4. Officer Removal. Any officer who fails to perform their duties or acts against the mission of CBYR may be removed by the President or ¾ of the active membership.
ARTICLE VI. MEETINGS AND EVENTS
SECTION 1. REGULAR MEETINGS. CBYR shall meet at least once per month to discuss club business and networking opportunities.
1.1 Meetings shall be conducted in accordance with Robert’s Rules of Order.
SECTION 2. SPECIAL EVENTS
2.1 CBYR shall host lectures, debates, and workshops on philosophy and policy.
2.2 Networking events shall be arranged to connect members with political, advocacy, and professional opportunities.
2.3 Local elected officials, Republican leaders, and policy experts may be invited to speak at events.
2.4 CBYR will do regular fundraiser to fund the club.
ARTICLE VII – AMENDMENTS
Any proposed amendment to this Constitution must be submitted in writing to the Executive Board. The proposal shall be read at the next regular meeting, and a 3/4 majority vote of Active Members present is required for passage.
ARTICLE IX – DISSOLUTION
Should CBYR dissolve, all assets shall be transferred to a local Republican Party chapter or conservative non-profit organization in alignment with the club’s mission.
